Kampala, Uganda June 12, 3025 – The Ministry of Works and Transport has announced a one-month suspension of the automated Express Penalty System (EPS Auto), recently introduced to enforce traffic regulations use of fines for errant motorists. The suspension, effective from June 12, 2025, to July 12, 2025, comes after numerous complaints and concerns from the general public.
The Ministry, in conjunction with the Uganda Police Force, had been implementing the system as part of the Intelligent Transport Monitoring System. Following an engagement held yesterday with public transporters, including the Federation of Uganda Taxi Operators (UTOF), representatives of truck drivers, and the Airport Taxi Drivers Association, highlighted several key issues.
In a statement issued by the Works and Transport Minister Gen. Katumba Wamala highlighted the concerns raised by members of the public including; the severity of speeding fines and the short 72-hour payment window, the broad scope of the 30 KPH urban speed limit with calls to restrict it to specific zones like school, market, hospital, and church areas, lack of adequate speed signs on some roads to guide users, and a need to align speed cameras with road signs, with the Nkumba to Katabi section on Entebbe Road cited as an example.
Other oncerns raised by the public and transport operators include: Potential errors in synchronizing the system with police data leading to duplicated fines and interchanged offenses, a need for further public sensitization and engagement regarding the regulations and the automated Express Penalty Scheme.
General Edward Katumba-Wamala however expressed gratitude to the public for their calm demeanor and appreciated the civil approach taken by transporters in seeking dialogue rather than resorting to strikes or violence.
During this one-month suspension, the minister said the Government team will verify concerns regarding issued fines, review the regulations, and sensitize the public on the regulations and the EPS Auto. The Ministry will also continue to engage stakeholders to address their concerns with the system.
In the interim, Minister Katumba-Wamala urged all road users to continue driving responsibly and observe traffic rules to ensure road safety.
