The Electoral Commission has announced the postponement of the elections for non-unionised workers’ delegates at the sub-county, division, and town council levels. Originally scheduled for Tuesday, August 5, 2025, the elections will now take place on Monday, August 18, 2025.
The postponement was made in consultation with the Minister responsible for workers to allow for the conclusion of necessary preparations. According to Section 15 of the Parliamentary Elections Act, Cap 177, the Minister for Workers is responsible for registering all non-unionised workers and convening them for the elections, which are organized and managed by the Electoral Commission.
The new schedule for the elections is as follows:
* Sub-county Delegates Conference: Monday, August 18, 2025. This conference will be held at each Sub-County, City Division, or Municipal Division Headquarters and will elect ten delegates, with at least three being women, to the City/District Delegates Conference.
* City/District Non-unionised Workers’ Delegates’ Conference: Friday, August 22, 2025. This conference will elect ten delegates, with at least three being women, to the Regional Non-unionised Workers Delegates’ Conference.
* Regional Conferences: Monday, August 25, 2025. These will be held in the four traditional regions of Uganda (Northern, Eastern, Central, and Western) to elect ten delegates for each region. These delegates will join the unionised workers’ delegates to form the Electoral College for the election of Members of Parliament representing workers at the national level.
To be eligible to participate, a person must be a Ugandan citizen aged 18 or older, a registered voter, a non-unionised worker with a valid employment identity card, and must not be a member of a labor union.
The Electoral Commission has also outlined the election process. The conferences will start at 7:00 a.m., with nominations done orally by a proposer and two seconders. Voting will be conducted by lining up behind the candidate, starting with the three slots for women delegates at each level. The ten elected individuals at each level will be designated as delegates, not for a specific position such as Chairperson or Secretary.
The ten delegates from each region will constitute part of the National Delegates Conference for the election of Members of Parliament representing Workers, which is scheduled to take place between January 12 and February 9, 2026.
The Electoral Commission, under the leadership of Chairperson Justice Byabakama Mugenyi Simon, is calling on all eligible non-unionised workers to participate in the elections to exercise their constitutional right to elect their leaders. Regional Election Officers, Returning Officers, and Community Development Officers have been informed and requested to make this information known to all concerned parties.
