KAMPALA, 24 November 2025 – In a high-stakes warning issued today, the Police have cautioned all candidates in the nationwide presidential, parliamentary, local government, and Special Interest Groups (SIGs) campaigns to strictly adhere to established guidelines or face legal consequences. The comprehensive security statement issued today emphasizes coordination, public safety, and zero tolerance for violence and crime.
In the statement issued by the PRO Kituuma Rusoke, the police are demanding rigorous adherence to protocols to prevent “collusion and conflicts” among rival candidate supporters. A key directive bans campaign movement that could lead to disorder:
Processions are Prohibited: Candidates and their teams are explicitly forbidden from holding processions and must meet supporters directly at the campaign grounds.
Coordination is Mandatory: The organization of any campaign program must involve collaboration with the Police and the Electoral Commission to ensure coordinated and harmonious efforts.
In a pointed measure, the police addressed the misuse of emergency vehicles, stating, “The use of ambulances as lead vehicles is strictly prohibited,” and warning drivers against misusing these critical assets.
Campaign Violence: Acts of violence, including the defacement of election posters, were condemned, and authorities stated that offenders will be prosecuted.
Cyber-Crimes: The police noted the commission of cyber-crimes connected to the campaigns and warned that the law is clear, with severe punishments for those responsible.
Criminal Impersonation: Teams have been tasked to “deal decisively” with criminals disguising themselves in party T-shirts and paraphernalia to rob people of phones, cash, and other valuables at rallies.
Safety and Accountability
Addressing general public safety, the police expressed concern over the persistent violation of traffic regulations, including the dangerous practice of overloading motor vehicles.
The statement strongly urged candidates and organizers to “work closely with the police” due to the high security risks and potential for accidents associated with large crowds. Coordination with traffic police, emergency medical services, and the fire brigade is deemed essential for safety.
In a concluding note on enforcement, police confirmed that all offenders will be held individually responsible. Security personnel will pursue those who are not arrested at the scene “at a later convenient time.”
