KAMPALA, UGANDA: 27 November 2025— Dr. Lawrence Muganga, the Vice Chancellor of Victoria University, has been appointed to the newly formed National Artificial Intelligence (AI) Taskforce of Uganda. The selection marks a significant step in the nation’s drive to establish a robust and ethical framework for AI governance.
Dr. Muganga officially announced his appointment on his social media account, expressing gratitude to the Ministry of ICT and National Guidance for the opportunity.
”Today marks a transformative moment in my career, as I have been officially selected to serve on the National Artificial Intelligence (AI) Taskforce,” Dr. Muganga stated.
Leadership and Vision
He specifically thanked Dr. Aminah Zawedde, Permanent Secretary of the Ministry of ICT and National Guidance and Chairperson of the Taskforce, for facilitating the inception meeting. He also acknowledged the trust placed in him by Hon. Dr. Chris Baryomunsi, the Minister of ICT and National Guidance, and the leadership of Hon. Joyce Ssebugwawo, the Minister of State for ICT.
Mission: Ethical and Inclusive AI Governance
The core mandate of the Taskforce is to provide strategic, technical, and policy guidance in developing a National AI Governance Framework for Uganda.
Dr. Muganga highlighted the critical objectives of this mission: “ensuring that AI adoption and regulation are ethical, inclusive, secure, and globally aligned, while positioning our nation as a leader in responsible AI governance in Africa.”
Expressing enthusiasm for his colleagues, he congratulated his fellow Taskforce members, describing them as “agile, passionate, and forward-thinking professionals” whose dedication to AI and innovation is “truly inspiring.”
Call for National Support
Concluding his statement, Dr. Muganga issued a call for collective effort, urging all citizens to support the initiative.
”We call on all Ugandans to unite in support and walk with us on this transformative journey toward our common future,” he added, emphasizing the collaborative nature required for a successful transition into a digitally empowered nation.
An educationist and scholar, Prof. Muganga, has emerged as one of Africa’s leading voices in education reform. His career, spanning from the University of Alberta in Canada to his leadership at Victoria University, has been marked by a consistent commitment to bridging the gap between academia and real-world skills.
In an interview with this reporter earlier this year, he highlighted the positive changes he introduced at Victoria University, improving the learning environment, and turning the institution into the best private university in Uganda. Ever since he took on the job, the University’s enrollment stats have skyrocketed and the institution has birthed three more regional campuses.
In October this year, Professor Muganga was honoured with the prestigious Global Impact Award at the Excellence Awards held at the Meridian Arts Centre in Toronto, Canada.
