Kampala, Uganda: 03 December 2025— A prominent businessman, Muyomba Ashiraf, the Executive Director of Hongera Saana Uganda Ltd, has been charged and remanded to prison for his alleged role in a procurement scam that defrauded suppliers of goods worth close to UGX 800 million.
The State House Anti-corruption Unit, in a joint operation with the Office of the Directorate of Public Prosecution (DPP) and the Uganda Police Criminal Intelligence Directorate, arraigned Mr. Ashiraf before the KCCA Chief Magistrate’s Court on Wednesday.
He faces charges including obtaining goods by false pretence, forgery, and uttering false documents. Mr. Ashiraf was remanded until December 10, 2025, when his case is scheduled for a mention.
Falsely Claiming Ties to the Office of the President
According to the prosecution, the alleged fraudulent activities took place between December 2024 and April 2025 at Minister’s Village, Ntinda in Nakawa Division, Kampala.
It is alleged that Hongera Saana Uganda Ltd fraudulently advertised a procurement bid notice in local newspapers, falsely presenting itself as a “Presidential Mobilization Body for Peace and Development” under the direct authority of the Office of the President.
Investigators assert that using this false identity, Muyomba Ashiraf identified and entered into contracts with suppliers, including Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited. These contracts were for the supply of various goods valued at approximately UGX 800 million.
Suppliers Left Without Payment
The suppliers proceeded to deliver a substantial volume of goods to the Hongera Saana Uganda offices in Ntinda. The items supplied included a wide range of essential and promotional materials:
Agricultural Supplies: Thousands of kilograms of maize, soya, groundnut, and rice seeds, posho, and farmate spray pumps.
Household Items: Cooking oil, sugar, mattresses, and metallic double beds.
Branded Materials: Knapsacks, tear drops, branded T-shirts, umbrellas, caps, and branded backdrops.
Despite the successful delivery of the goods, the victims’ efforts to secure payment have been unsuccessful, prompting them to report the matter.
Investigations have since confirmed that Hongera Saana Uganda had absolutely no affiliation or relationship with the Office of the President, contradicting the claims made in the fraudulent bid advertisement used to lure the suppliers.
The arraignment underscores the commitment of the State House Anti-corruption Unit and its partners to tackling high-level procurement fraud and holding individuals accountable for misrepresenting government authority for personal gain.
