Police Issue Strict Guidelines for New Year 2026 Fireworks Displays

KAMPALA, UGANDA: 31 December 2025– The Uganda Police Force (UPF) has issued comprehensive security guidelines for fireworks displays as the country prepares to usher in the New Year 2026. In a statement ahead of new year celebrations, Police Spokesperson ACP Rusoke Kituuma warned that any breach of these protocols would lead to the immediate termination of events and potential arrests.

In a statement issued today, ​Police emphasized that fireworks are classified as explosives and must be handled with extreme caution. The following rules are now in effect:

Licensed Personnel Only: Fireworks may only be discharged by a licensed blaster representing an approved applicant, such as a hotel, place of worship, or entertainment center.

Mandatory Advertising: All approved displays must be publicly advertised in advance through electronic and print media, specifically local FM radio stations and newspapers.

Time Limits: Each fireworks display is strictly limited to a maximum duration of five minutes from the first blast. Counter-terrorism police will escort all fireworks materials and supervise the displays alongside District Police Commanders (DPCs).

​Authorized Venues and Monitoring

​Approximately 2,900 venues have been cleared nationwide to host fireworks displays. Notable approved locations include: ​Kampala: Sheraton Kampala Hotel, Speke Resort Munyonyo, Freedom City, and Lugogo Cricket Oval. At ​Regional level: Golden Castle Hotel in Hoima and various resorts in Busia, Iganga, Soroti, and Mbale.

However, the police statement emphasizes that ​area DPCs retain the authority to halt any display—before or during the event—if safety guidelines are violated.

​Public Safety Warnings

​In addition to fireworks regulations, police cautioned the public against dangerous celebratory practices including:

Illegal Activity: The burning of tires on roads and firing bullets into the air are strictly prohibited.

Weaponization Risks: Organizers are discouraged from allowing flammable materials or items that can be weaponized at public gatherings.

Emergency Preparedness: Host venues must have clearly marked emergency exits, assembly points, and at least 10 functional fire extinguishers on-site.
