Tragedy at Kiboga Prison: Warder on the Run After Shooting Three Dead

KIBOGA DISTRICT: 23 February 2026— A manhunt is currently underway in Kiboga District following a horrific shooting at the Uganda Prison facility on Monday morning that left three people dead, including high-ranking prison officials.

​The Uganda Prisons Service (UPS) confirmed the incident in a press release issued today, February 23, 2026. According to the Prisons spokesperson, Senior Commissioner of Prisons Frank Baine Mayanja, the shooting occurred at approximately 10:00 AM.

​The deceased have been identified as:​Assistant Superintendent of Prisons (ASP) Hope Catherine, who served as the Deputy Officer in Charge, ​Principal Officer I Akishuri Bright, the facility’s 3rd in Command, and ​Ms. Ayebare Sarah, the spouse of the Officer in Charge (OC).

​The suspect, identified as No. 13544 Warder Anguyo Moses, allegedly opened fire on his superiors during the morning hours. The motive for the attack remains unclear.

​Immediately following the shooting, Anguyo fled the facility. While security forces have managed to recover the firearm used in the attack, the suspect remains at large.

Ongoing Manhunt

​The Uganda Police Force has secured the crime scene and is working alongside joint security operations to track down the fugitive. Authorities have issued a stern warning to the public, describing Anguyo as “armed and dangerous.”

​”Anyone with valuable information regarding his whereabouts is urged to inform the Police,” the statement read.

​Baine expressed deep regret over the loss of life, concluding the official statement with a message of peace for the deceased.
