KAMPALA, 14 November 2025 — A 41-year-old man from Mukono District has been formally charged and remanded after allegedly posting a TikTok video that encouraged public violence and spread false information, allegedly, in defense of National Unity Platform (NUP) Presidential Candidate Robert Kyagulanyi.
Wamala Hakim, a resident of Kalagi Village, Kyampisi Sub-county, appeared before the Nakifuma Chief Magistrate’s Court yesterday, Thursday, November 13, 2025, to face charges of Incitement to Violence and Misuse of Social Media.
The charges were brought by the Territorial Police in Kampala Metropolitan East and Nagalama Division, according to a statement released by Deputy PRO Kampala Metropolitan Police, Luke Owoyesigyire.
The case stems from a video Hakim allegedly recorded and shared on November 9, 2025, through his TikTok account, @hakiqualitypropertyandconstruction.
In the video, Hakim rallies Kyagulanyi’s supporters across Uganda to rise and defend their candidate who he alleges is in grave danger. He goes on to urge the supporters to pick all sorts of weapons including pangas, spears and axes and hack “Kyagulanyi’s oppressors.
Police assert that in the video, the suspect was “seen uttering statements intended to incite members of the public to engage in acts of violence using dangerous weapons such as pangas and spears.”
Furthermore, the charge of Misuse of Social Media relates to Hakim allegedly spreading “false and malicious information claiming that Presidential candidate, Robert Kyagulanyi, alias Bobi Wine, was in danger.” Police argue that this act was likely to “incite fear and provoke unlawful actions among members of the public.”
According to police, Hakim was formally charged during his appearance before Nakifuma Magistrates’ court and has since been remanded in custody pending further mention of his case.
In concluding the statement, the Uganda Police Force issued a stern warning to the public regarding online conduct.
“We wish to remind members of the public that the misuse of social media platforms to spread falsehoods or incite violence is a criminal offence under Ugandan law,” CP Owoyesigyire stated. He added that the Uganda Police Force continues to monitor online activities and will “take firm action against individuals who misuse digital spaces to threaten public peace and safety.”
